Provincial Attestation Letters (PALs)

What is a Provincial Attestation Letter?
A Provincial Attestation Letter (PAL) is a mandatory document for most international students applying for a Canadian study permit. It acts as proof that you have been allocated a study space within the provincial or territorial enrolment cap.
You must include your PAL with the study permit application that you submit to Immigration, Refugees and Citizenship Canada (IRCC).
How to request a PAL

1. Confirm that you are eligible for a PAL.
Important: Before accepting your offer and requesting a PAL, ensure that your personal information (full name, date of birth, address) and program information are correct. Sheridan College cannot guarantee that a new PAL will be issued to correct errors after submission.
New international students
To qualify for a PAL, new international students must meet all of the following requirements:
- Accept the offer of admission.
- Pay a minimum tuition deposit of C$2,000.
- The C$2,000 deposit must be separate and cannot include any credits or awards, including the Global Advantage Award.
- The deposit must be successfully received and posted to the student's account.
Current students starting a second program
To qualify for a PAL for a second program, current students must meet all of the following requirements:
- Accept the offer for the new program.
- Pay a minimum tuition deposit of C$2,000 toward the new program.
- The deposit must be separate and cannot include entrance scholarships or awards.
- The deposit must be received and posted to the student's account.

2. Request a PAL through myStudent Centre.
After meeting the eligibility requirements, students must submit a PAL request through MyStudent Centre:
- Log in to MyStudent Centre.
- Select My Service Request.
- Choose Create New Request.
- Submit a Provincial Attestation Letter (PAL) request.

3. Watch for your PAL in your Applicant Portal.
Sheridan College issues PALs to eligible students who have accepted their offer of admission and met all PAL eligibility requirements. Once issued, the PAL will be made available through Sheridan's applicant portal.
Processing times
- New international students: PALs are issued 1–3 business days after the deposit is reflected.
- Current students starting a second program: PALs are issued 1–3 business days after the new program deposit is reflected.
Important notes for current Sheridan students
- If your portal displays a "PAL/TAL Exception" section, you must upload proof of exemption (for example, a letter of explanation with supporting documents).
- Sheridan College does not issue PAL exemption letters.
- Current students may request an Enrollment Verification Letter, which confirms student status and may help support exemption eligibility.

Can I reuse a PAL that was previously issued?
A PAL may be reused only if all of the following conditions are met:
- The PAL is still valid;
- It was not used in an approved or refused study permit application;
- The admission remains valid; and
- No new study permit application has been submitted.

If my study permit application is refused, do I need to request a new PAL?
Yes. If a study permit application is refused, a new PAL must be requested before you re-apply. The visa refusal letter must be submitted with the PAL request.

How long does it take for PALs to be issued?
- New international students: PAL issued within 1–3 business days after the deposit is reflected.
- Current students starting a second program: PAL issued within 1–3 business days after the new program deposit is reflected.

Who does NOT need a PAL?
You do not need a PAL for a study permit application if any of the following apply:
- You are already in Canada and applying for a study permit extension at the same DLI and same level of study.
- You are under a removal order but cannot be removed at this time.
- You hold a Temporary Resident Permit (TRP) valid for at least six months.
- You are a protected person.
- You are applying for a Temporary Resident Visa (TRV) only.
- You are applying for a post-graduation work permit (PGWP).

I changed my program/term/campus after receiving a PAL letter, can I request a new PAL letter?
There is no need to request new PALs for these changes. PAL letters are not tied to a program, term or campus. As long as it has not expired, you can apply for the study permit with it.
